Their Lordships have no power, in strict accordance with the provisions of the
Superannuation Act, to grant Colonel
Caine a pension.
Having regard, however, to
Colonel Caine's extended and valuable services
at Hongkong, between 1841 and
1859,
and
to the circumstance of the abolition of his
Office, with a view to
economy
and the
interests of the public service, Their Lordships
do not consider that the special Pension
of £600 a year is adequate.
It must, however, be treated
as a Special Pension, payable out of
the Colonial Revenue of Hongkong,
